It's pretty simple.

Just reload a zone after you complete a public event. You can usually get 2...sometimes even 3 rapid completions doing this.

Some notes:

-This sometimes doesn't work, but it's always worth trying.
-It usually only works with events with longer timers (Glimmer Drill, Taken Blight, Cabal Drill, Vex Conflux)
-I usually hover over the Fast Travel icon and hit it as soon as I get my pages.
