The answer to the title question:
Yes in general, but it depends on the wheel size and balance. The best speed improvement was from 5100 RPM to 7000 RPM which is a 40% increase. Some wheels didn't gain much as they started to vibrate in high speeds. The smallest Lego wheel didn't spin any faster in vacuum.
At the end I show another Lego way to create vacuum: Lego pneumatic pump pushing air out of a jar. This can generate a 63% vacuum. Water boiling test to prove the gauge was correct. Enjoy!

Note: In real life the U12 and X24 have 3-throw crankshafts (pistons are 120 degrees apart) and the 42-cyl has a 6-throw crankshaft. Those are a bit complex to do with Lego so I used simpler 2-throw cranks (180 degrees). Thus firing orders are not correct in those engines. Also the 42-cyl Zvezda M503 was done with radial-6s instead of the real life radial-7s because I couldn't find proper Lego parts for connecting pistons to the crankshaft. The Sherman 6046 U12 engine gearing and phase offset between the shafts were unknown to me so I just guessed them to be 1:1 and 90 degrees. In other ways the models should be correct (hopefully). The V8 has a flat-plane crank that were used in Formula One engines. Lotus 46 H16 flat-plane crank, gearing and phase between the shafts should be correct according to the schema image I found (shown in the video). The U12 has both crankshafts rotating to the same direction as was explained in mapleleafup forum.

Test method:
adjust the slope angle until the driving car doesn't slide down or climb up but stays in place
measure the angle of inclination
calculate the coefficient of friction = tan(angle)
Potential sources of error:
traction varies along the wooden board (maybe +/- 1 degree of error in spots)
wheel rotation speed varies (faster rotation adds maybe even 2 degrees to the result with some tires, tried to minimize it by using L-motor with large tires)
vibration (happened noticeable only with 15038c03, those errors were omitted)
weight varies (shouldn't matter in theory)
uneven weight distribution on the 4 wheels
angle measurement inaccuracies
== the results are not very accurate, but I'm confident they are roughly correct
