A state of emergency was declared by the regional governor, while defences were bolstered at a nuclear power plant.
But firm details on the offensive are difficult to obtain, with Ukrainian authorities declining to comment.
Russian sources claim an attack was launched by land and air towards the town of Sudzha, around 10km from the border.
The Russian Ministry of Defense said that about 300 Ukrainian troops entered its territory, supported by armoured vehicles.
Other outlets report that up to 1,000 Ukrainians smashed through border defences in the early hours of Tuesday.
Unverified footage posted online appears to show a small number of Russian soldiers surrendering near the border crossing.
Sudzha has been heavily shelled, but it is unclear whether Ukraine has gained control of the town.
It is a key juncture for a gas pipeline which carries around half of Russia’s gas exports to Europe.
National Guard troops have been deployed to protect Kursk nuclear power plant, 60km northeasst of the town.
