I found the oracle and did some miscellaneous wandering and experimenting. I thought the glass flask was in the hole in the rock north of the minstrel bard poet guy. I was mistaken. It's actually a glass BOTTLE in the hole in the rock. The flask is on the top shelf of the wizard's lab. (Thanks for clearing that up for me, philthethrill100!)
