The present is carried around by the flying Jumboman past the 12m barrier, going anti-clockwise around the city and harbour area. I collect it at around 7:04 in the video.
I would urge you to get it as soon as possible as I find it very easy to forget about and accidentally grow too big too soon. I believe the present becomes ready for deletion if you hit 60m, but since the game only deletes items when you're far enough away or when the game does the "you've grown bigger *flash*" thing, it's possible to just about get 80m with it still existing.

Did you know you can replay the credits sequence if you miss getting 195 countries? I found that out two weeks after having already replayed Make the Moon just to get to the credits again after originally missing one little island nation somewhere. Twice.
