The present is in the shopping area, carried by a bird hovering over the vegetable patch around the giant... turnip? It has to be reached by boosting off the ramp, because it disappears by the time your katamari would be large enough to grab it just by rolling under it, unless you make a really wonky one with some kind of a pole or something that lifts you higher up.
I boost to grab the bird holding the present at 6:23 in the video, which dropped it for me to collect it off the ground later at around 8:40 in the video.
