So I'm not sure how many people are aware yet, but you can indeed get Kass into Rito Village. The prerequisites seem to be as follow(spoilers obviously):
You need to have completed all of Kass's Shrine Quests, met him at Kitano Bay, and done the Hero's Cache sidequest that he gives there.
You also need to have freed the Divine Beast Vah Medoh, after which the quest "Find Kheel" is given by Amali in the Rito Village. After completing this, talk to Kheel again at the Warbler's Nest, and she gives you "Recital at Warbler's Nest" Shrine Quest. Complete this, and the sisters will return back to the village, and if everything is done right, Kass should appear either immediately in the village, of after you sleep/wait.
