So yeah, apparently Kasane Teto got added to Project Diva 2nd as official DLC today (or thereabouts). I was kind of surprised, actually.
She's implemented just as a module/reskin for Miku (so no Diva Room, etc) and doesn't come with any of her own songs, so I had to use one of Miku's to demonstrate. That's why she sounds like Miku in this video, it's just using the original audio. On the other hand, I imagine you could use her to play fanmade edits of her own songs - I just don't know where to get any so this will have to do.
Anyway, Project Diva 2nd is a PSP game and you can get it either on UMD (from a site like Play-Asia) or download it from the Japanese PSN store. The Kasane Teto module costs 300 yen and can also be bought from the Japanese PSN store. You will need a Japanese PSN account and a source of store credit (e.g. a Japanese PSN card) in order to buy her, though.
The song is "World is Mine" by ryo (supercell) if you didn't know. As you can see, I am still the master of getting 1 safe on things.
The video goes slightly offsync at around the 1 minute mark because a few frames got dropped while recording but I don't really care enough to redo it (probably with a worse score too). It's watchable enough.
