The devs have made an error with an NPC's Fleet Equipment, causing the incorrect cut ins and certain features that these ships were suppose to do differently, rather than intended.

For Future reference, this is the Western Fleet NPC, so if you notice that you are getting a similar result to this, then that is an error the devs have made, unless they ninja fixed the issue.
