I've been trying to do this for years. I remember getting 8.11 or 8.13 by accident one time with a back death (it's normally 8.20). I finally figured out a way to make it happen. What I do at the end is jump to go under the moving platform and then wavedash to the edge. Jiggs has to be facing left for her to miss the ceiling.
There's definitely a good bit of room for improvement. If you could skip the initial jump under the block and just wd left under the block you would save a few frames. I guess other than that it's just about getting to the wood platform and starting your shield faster.
