Another benchmark test. I think this game runs extremely well due to the fact it's using more than 3.4 GB of VRAM and staying above the 100 FPS range. My graphics settings are shown at the beginning of the video. This is with the HD texture pack installed. I recommend keeping the multisample anti-aliasing on "temporal filtering" or "off". Anything higher will kill the framerate.

With FRAPS: 15-30 FPS Without FRAPS: 20-50 FPS
Graphics settings: Everything to the lowest. Set textures and models to high, and resolution to 1280x720.
Conclusion: TF2 should run pretty well on any machine as it is an old Source Engine game.

Graphics settings: Put everything to the lowest, turn V-sync off, and max the resolution for optimal gameplay.
Personally, I was surprised that this incredibly low-end notebook could run this game at such a framerate, with maxed resolution and minimum graphics settings. So far I'm having fun with this game. Hopefully you can too.
