Made using FL Studio, The Ultimate Megadrive Soundfont by RecFreeMedia, FM Drums from some other soundfont I can't really name and the choir and orchestral hit samples taken straight from the game using OpenMPT (With Fast Distort effect to make it sound more Genesis-like.)
