This character replaces Snake Cape Kabuto! sorry to Kabuto fans, but I will be incorporating best of all Kabutos into one character, so no worries :)
If anyone is confused on how to perform the directional jutsus, it is very simple! You can either hold the direction before pressing triangle O, or you can quickly press the directional immediately after pressing triangle O. I find it easiest to press triangle O, and then quickly flick the joystick like I am doing a tilt.
