Authoritarianism does not survive on repression alone. It survives on consent.

Act III examines the final stage: stabilisation through explicit and implicit consent. Explicit consent appears in elections, rallies, party loyalty, media ecosystems, and public declarations of support. Implicit consent is quieter, judicial restraint, bureaucratic compliance, corporate accommodation, elite silence, voter disengagement, and the normalisation of exceptional measures.

The film breaks these forms of consent into categories: ideological belief, material benefit, fear, opportunism, polarisation, and exhaustion. Some support the system. Others adapt to it. Many simply adjust their expectations of what democracy now means.

When enough institutions comply, and enough citizens accept, the exception becomes routine.

Authoritarianism consolidates not when opposition disappears, but when resistance becomes marginal and accommodation becomes rational.
