Kathy Freeze and Aya Katz discuss threats to personal privacy created by government requirements that individuals publicly release private data such as their home address and other identifying information.
For example, the State of Missouri requires every resident to disclose not just a mailing address, but the actual location of their residence. Likewise, exact date of birth. Not only do they require the disclosure to the government itself, but this information is then printed on Driver's licenses and non-driver identification cards that the resident is expected to show to strangers as a form of identification. The result is that we are forced to disclose our home address and date of birth to complete strangers when cashing a check, buying alcohol, voting -- not to government employees alone, but to any random store clerk. In addition, this information is then sent to a registry of Federal voters that is a matter of public record, and companies make a point of skimming this data and selling it.
The Federal Driver's Privacy Protection Act exist specifically because a stalker got actress Rebecca Schaeffer's address from the California DMV in 1989 and killed her. Congress responded by locking down DMV records. The DPPA passed in 1994 and bars any DMV from releasing public records. But this does not keep the Missouri DMV from printing your address on your Driver's License and making you carry it around to show strangers!
