Here goes the detailed explanation: the naming dispute started in the 60's. This body of water is historically and internationally known as the Persian Gulf, but Arab governments refer to it as the Arabian Gulf or The Gulf, and other countries and organizations have begun using Arabian Gulf. Yes, there's a rivalry between Iran and some Arab states. Persia was historically the common name used for Iran. Today, both are considered correct.
