From my experiments so far it seems that the scaling in this game depends on what the first hit is- A light normal or a heavy normal, with the same combos from heavy normals doing ~1000 more damage. The minor details in the combo that you do after the starter dont really matter for damage, so Ive tried to find a variation that gives you all the other possible benefits- Easy to land even on Rocket Racoon, full screen carry, and long enough to give you positive meter gain.
The ground chain can be anything. Then do:
d+HP j.HP j.d+HP qcb+LK qcb+LK land
jump forward j.LK j.d+HP qcb+LK qcb+LK land
HP(1 hit) HK dd+HP
dHK dHP jLK jLK jHP jHK land
qcfLP qcfLP+HP (Tip: Dont wait for the landing to input the special. Input the qcf while still in the air, right before you land, and press LP right after you land.)
Input everything fast. If you want meterless oki then after the jHK bounce land and do HP(2 hits) slight delay qcbLK. If you find something better then let me know.")
