In 2024 and 2025, Intel executed a "capital blockade." They purchased ASML’s entire initial production run of High-Numerical Aperture (High-NA) EUV machines. While TSMC and Samsung decided the machines were too expensive and technically "immature," Intel’s then-CEO Pat Gelsinger (and his 2025 successor Lip-Bu Tan) doubled down.
