V.B. Price talks with Sherri Brueggemann about planning a public art project in a city with no people. Brueggemann is the head of Albuquerque's Public Art Program and teaches a course in Arts Management at the University of New Mexico. The Center for Innovation Testing and Evaluation will be a 15 square mile unpopulated test city built to the scale of 35,000 residents. Brueggemann explores the idea of creating culture in an environment that is not populated and examines what defines "public art."
