My review of Incompetence by Rob Grant. Grant was part of the duo that created british science fiction comedy Red Dwarf. He has since left the show and written a number of novels including Incompetence which came out in 2003.
Incompetence is set in the near future in a United States of Europe that is ruled by millions and millions of rules and bureaucracies. One rule says that it is illegal to discriminate against somebody just because they are incompetent. This causes the protagonist, Harry Salt, all sorts of problems as he investigates the murder of his mentor.
