This only works if you already had them unlocked in the previous atlas, you need to complete the bonus objective of the highest tier you had unlocked, and the the map must be from the previous atlas and not converted to the new atlas.

If you wanted to unlock up to tier 10 on the new atlas, complete a rare tier 10 map of the old atlas. If you want to unlock up to tier 16, complete a corrupted rare tier 16 map from the old atlas.
