Secretary Rubio: The Secretary of State is not its own government. Neither is the State Department. Our job is to implement the president's foreign policy and provide counsel and ideas to strengthen our nation.
That is the way our Constitution works and that is the job I am proud to do.

The Secretary of State, appointed by the President with the advice and consent of the Senate, is the President's chief foreign affairs adviser. The Secretary carries out the President's foreign policies through the State Department, which includes the Foreign Service, Civil Service and U.S. Agency for International Development.
