This is the music that plays during the Imbu Assault event. Imbu is a Tuskarr village that was taken over by Primalists and is full of elementals everywhere.
After you defeat an Enraged Air Elemental that's in front of the Great Horn of Imbu, the horn becomes empowered and you can blow on it. Doing that is what causes the event to happen. Blubberwall, the chieftain of Imbu, will ride in with other Tuskarr to reclaim Imbu.
When I finished the event, I didn't really get anything of significance other than a tiny bit of Iskaara reputation. Makes me wonder if this event was planned to be much more important than it ended up being. It's also possible that it'll be more important later when you get more renown with Iskaara.
At the moment this is the only place where this song plays. It does sound cool, but I do wish it was used in a less obscure place.
