In the UK, UPS will do anything to get money out of you in fines/holding/storage fees & their tactics are scandalous.
Anybody importing anything airsoft from outside of the UK, be it an RPG7 all the way down to a packet of shims, you're told to fill out a RIF declaration form with full details of the item including its power - they demand a power declaration on a spring, a hop rubber, a gear set..... they tell you that if you don't declare a power, the package will be returned.
This is one of many ways they delay release of your package but the most prominent is having nobody contact you for weeks & then demand paperwork that has already been submitted at the time of posting.
The people dealing with this are normally nowhere near your package, so they can't see if you have paperwork in it or on it, so they simply say you don't.
It's time to tell retailers that you won't order from them if they use UPS.
No parcel service is perfect but when I order from Hong Kong or Japan etc, when it goes through the normal postal service, ParcelForce intercept it at the border & they don't make you jump through 80% of the hoops that UPS do.
Companies CAN ship through their postal service regardless of what they say, they DON'T need to use UPS so tell them NO.
