SAN ANTONIO — Industrial Electric Manufacturing, or IEM, plans to build two 500,000-square-foot buildings at Brooks City Base off . The company will manufacture electrical-grid components and expects to employ 3,000 people, with an average annual wage of about $53,000.
The announcement ends a competition between San Antonio and other possible locations for the facility.
Business leaders said the IEM project adds to a recent wave of investment in the area.
“We are just nonstop,” Rebecca J. Viagran with the South Texas Business Partnership said.

“In the past two months, July and August, we have seen over $3.8 billion of investment with the announcement of Toyota Texas and now with IEM,” Viagran said.
Gov. Greg Abbott announced that IEM will receive a $3.36 million Texas Enterprise Fund grant as part of the expansion.
State Sen. Roland Gutierrez said San Antonio’s workforce and infrastructure helped make the city competitive for the project.
“San Antonio continues to prove that we have the workforce, infrastructure, and talent to compete for major advanced manufacturing investments,” Gutierrez said in a statement.
Jeff Webster, president and CEO of the Greater San Antonio Chamber of Commerce, said the city’s lower cost of living gives it an advantage over other growing Texas cities.
“What makes us such a great place is we’re 15% less expensive than Austin. Go and try to find an entry-level home in Austin — not possible,” Webster said.
Initial reports indicate the first building could be operating in 2028, with the second building expected to be completed by 2030.
