This is the fantastic music from Sonic 3's Ice Cap Zone. It is pretty clear to fans today that several of tracks featured in Sonic 3 were not composed by Sega but by a team of people gathered by Michael Jackson himself.
This one was most likely composed by Brad Buxer.
Listen out for the little "AAHH!" voice sample hidden in there somewhere.
