in March of 2060, Sweden signed a pact with Russia agreeing to remain neutral in the upcoming war if Russia promised not to invade Finland, Sweden, or Norway.

Thus when Latvia was invaded by Russia in August of 2065, Sweden denies the Allies access to Sweden for shipment of supplies to Latvia or aid in any way to the struggling country to maintain their neutrality in the war.
