This was certainly a bizarre experience early game. You can break free and go explore the city before you're supposed to! There's not much to do in this city version, but I still found it pretty neat that you can do it. They may fix it but until then, you can explore the shell of a city with a limited amount of freedom right before your starter Pokemon is obtained.
