You can unlock this weapon by completing challenges in the ancient tech lab quest tree, just like the guardian flails for Link.

This weapon is pretty fun, I personally like it more than Zelda's other movesets. You can't use Zelda's ceremonial robes costume when using this weapon though. only her default and winter costume are supported on the bike(s).
