Somehow the cutscene trigger for this area got messed up in my game during my NG+ playthrough, and I was able to move and get in front of the dog before he started moving.
Not pictured here is 20+ attempts of me racing to get in front of the dog in just the right spot before he moves, since once he starts I'm frozen, and if you're off by a little bit he'll just push you to the side instead of off the cliff.
