This is a real 16-bit cover that uses the SMPS format found in the Genesis Sonic games.

The SMPS *.BIN can be used with Sonic 1 and Sonic 2 (with Clone Driver installed). The version in this video is being played through SMPSPlay with the SoniNeko DAC set, so the SMPS *.BIN may have some problems with the drums. I may fix it later.
You may also just convert the MIDI with mid2smps, it already has the looping control. Or if you want to improve it, then go ahead. :)
The VGM, in case you wanna listen to it while you do something. Youll need Winamp with in_vgm or VGMPlay.
