Beginning of the Tsubasa arc.
For some reason resources used and turns taken on Wave 1 don't actually carry over to the rest of the fight, so I opt to count the turns manually. Every Wave but the final one have Reinforcements, so there's no need to feel pressured to try and clear the entire wave in a single turn. Taking that into account, this battle is quite easy. The Commander only has 50 HP, so even if you don't end up using Tsubasa to farm AP and Voltage, she goes down without too much effort.
