Several years ago it was decided by the powers that be that the internal combustion engine was going to be eliminated, and every vehicle sold was going to be electric.
The people didn't accept this plan, and so the manufacturers backed off planned electrification and announced the continuation of Internal Combustion engines
But, at this same time all sorts of issues have evolved making the use of ICE vehicles have popped up.
Parts shortages and exploding prices, oil shortages, new engines failing at an unheard of rate, and just as the general public is becoming aware of how badly they are being screwed by purchasing new vehicles, Junkyards are burning across the country making parts for used cars and trucks scarcer and thus more expensive.
Throw in government mandated biometric kill switches, a network of Flock cameras springing up everywhere and the crazy expensive of Data Centers, and it appears someone or something very powerful does not want you driving.
