There are a few ways to become a werewolf. One of which is getting into a fight with a werewolf and contracting werebies. Once contracted, just avoid curing it and you'll soon turn into a werewolf.
Another way is by being bitten by a werewolf who has unlocked the curse bearer power. This power allows them to perform a cursed bite which will turn a sim into a werewolf. Note that you can strike up a friendship with a werewolf before asking them to bite you, or play as a sim with the power and use them to bite the sim you want to turn into a werewolf.
