This has been done by many people before so in no way is a new idea or inventions. I keep getting this question on how to do it so I thought i'd make a video. so here it is how to Throw Fireballs and Shoot Fireball Arrows in Minecraft

Commands:
/execute @e[type=Snowball] ~ ~ ~ /summon Fireball ~ ~ ~ {Motion:[0.0,0.0,0.0],direction:[0.0,0.0,0.0]}

/execute @e[type=Arrow] ~ ~ ~ /summon Fireball ~ ~ ~ {Motion:[0.0,0.0,0.0],direction:[0.0,0.0,0.0]}
