A heel command only matters if it holds up around real distractions.
It is one thing for a dog to walk nicely in a quiet space. It is another thing to keep the dog engaged, on a loose leash, stopping, sitting, and checking in while another dog is moving around and creating chaos.
This is where obedience gets tested. If you want better walks, you have to build the heel first, then work it around the distractions your dog will actually see in real life.
