It seems God of War Ragnarock have a hard lock that prevents that GPUs with less than 6GB of VRAM are able to start the game.
In one and that makes sense, since the game allocates more VRAM, altough, it seems to be possible to run the game with 4GB of VRAM.
For that just use this MOD:
