Ensure you have the CD Rom inserted or an Image file of the game mounted, preferably .cue\.bin if it's an image.
1) Create folder, C:\Games
2) Copy Speedster to C:\Games
3) Edit Speedster.reg with a notepad and ensure the CD path is pointed to D:\\ for music or at least point it to your Physical DVD Drive Letter or your Virtual Drive Letter, Save the speedster.reg
5) Double Click the speedster.reg and DDrawfix.reg
4) Make sure to set Compatibility to Win95, Checked Run 640x480 and Check Disable High Display Scaling
5) Launch game.exe
NOTE: If you want to save the game to a different directory, be sure to edit both the Speedster.reg and DDrawfix.reg to your desired location.
Game is running on Nvidia GTX 780ti and i7 2600k @ 3.8Ghz on Windows 8.1
