I don't recommend Bluestacks because it has too much bloatware for your PC, and the interface is really confusing for import/exporting files.
Log in your google account on the emulator

Full installation:
2:39 - Install ECLISE.apk, do NOT enter the game
2:53 - Turn off the internet
3:14 - Open ECLISE, get stuck, put the obb in place
Put the obb in sdcard / Android / obb / com.ea.game.pvz2_ecl
or Internal Storage / Android / obb / com.ea.game.pvz2_ecl

Replace the obb with the one you choose.

Frequent errors:
- 0/0 download when launching the game:
Make sure the OBB is named correctly
- Download failed because you may not have purchased this app
Sign in your Google account on the emulator or recheck the OBB folder
- The touch hitboxes/detection is shifted to the right
Try to disable full screen mode on your phone and hope it'll fix it
ECLISE uses version 6.8 of pvz2 so I can't do much on that
