The best way to find The End is by using the thermal goggles to track his footsteps to his sniping position. After finding him crawl towards him and when you get close enough stand up hold shift and walk to him (D-pad on controller) point your gun at his head and then his back a couple times for him to drop the moss camo.
The hardest part is locating the end. Apart from the thermal goggles, you can also use the microphone to hear his parrot (but using thermal goggles is super free and honestly the easiest way). You can find the thermal goggles in the locker at the ruins where you first meet Sokolov in the virtuous mission.
