Wave 1 | Place a Level 1 Scientist at the center of the map.
Wave 3-10 | Get your first Scientist to Max Level.
Wave 11-14 | Place another Scientist and get it to Max Level.
Wave 15-17 | Place your third Scientist and get it to Max Level.
Wave 18-20 | Place the fourth Scientist and get it to Max Level.
Wave 20-21 | Place your final Scientist and get it to Max Level.
Wave 21-24 | Place your Balloon Pal and get it to Max Level.
Wave 24-25 | Place your Spectre and get it to Max Level in time for Mirai. You should barely have enough Mana to buy it before she arrives.
