With timetable! I know this video is a bit too long but you can skip to "Requirements" if you just want the solution. Although knowledge is power so its recommended to understand (what and) why the map starts disappearing and buildings popping up when looking around too fast...
This tutorial will help you, by both explaining the issue and why it happens, as well by showing you a possible solution that worked with me, specially while playing LSPDFR, by downscaling some textures that are less relevant, but preserving it's quality regardless. All comes down to you going over the 25 MB limit for each modded vehicle, either being a replace modded vehicle or an add-on. And even though this issue is more predominant when you use demanding mods (LSPDFR for example), this will work for anyone who installs car mods without checking the size and innocently overloading the game with assets the game can't process too well.
This CAN also fix EUP issues of slow loading. That's most likely to be a texture overload as well and your vehicles are causing it.
My relevant specs:
CPU - Intel i7 6700K @ 4.2 Ghz Overclocked to 4.6 Ghz
GPU - NVidia GeForce GTX 1080 Founders Edition
RAM - 32GB (16x2) @ 2133MHz
Storage - 2TB HDD @ 7200 RPM + 500GB SSD
Goes without saying, you'll still need a decent PC to handle GTA 5 so don't complain if this didn't work while you're using a PC that could possibly be a Vietnam vet by now and jamming him with 32MB vehicles...
Shoutout to bikinichampagne for suggesting such solution. I just decided to show how to do this in a way you can repeat said process multiple times for all your vehicles with little effort, thanks to GIMP (PS can also do this but not on .PNG format I believe).
