EDIT: the number was found to be the top 3.5 percent, not 10 percent, so it is slightly more exclusive! As some people have noted, it most likely isn't character dependent, but completely dependent on your GSP with that character. So for example, on January 29th you needed about 6.2 million GSP with any certain character to make it in. It has increased about 10,000 per day
