Enigma's Day Off is RNG based, I just got lucky to get it directly afterwards.
Obtaining Lost And Found will allow access to Bleak Boulevard under the stairs.
Nightmares Within technically has a second way to obtain it, but is much more complicated. The way done might require Capture The Sun, and so will Permafrost Peak if you use the way I went.
Oopsie Daisy has a faster route, but I chose this one because of how hard it is to see in the main route.
