Claire's Pen: Decreases Mana Cost by 25% when your Mana is below 25%. Increases Spell Power by 25% of the current total value.
Umbilical Scissors: Increases the enemy's Incoming Damage by 10% for 5 seconds, deals 100% more Damage if the enemy is below 25% Max Health.
