Primeape can be found on the following Routes, Levels and Encounter Rate (ER):
- Route 23 Level 42 ER 5%
- Victory Road Level 42 ER 10%
- Cerulean Cave Levels 52 - 61 ER 11%

To get it at Lv 61 with a 50% Encounter Rate we need to use the Repel Trick with a Lv between 59 to 61 Pokemon on Cerulean Cave 1F.
It has 10.66% Catch Rate.

NOTE: With the Repel Trick in Cerulean Cave, Primeape will have a very low Spawn Rate, so it will probably take a couple of minutes to find one.
