The Riven Tides update brought along a new map and a few new items to play around with, one of which being the Powered Descender. This item is a jet-pack like item that will help to mitigate fall damage, though not as a guarantee. How this works is on a battery similar to your snap hook or photo cloak, it will slow your fall but it needs time to bring you to a slower fall if you're jumping from tremendous height like the spaceport tower. This new item's blueprint appears to be exclusive to the new map, Riven Tides AND appears to be included in the industrial style containers...
