To get your hands on a Tart Apple, what you need to do is pretty simple. You need to make your way to Hammerlocke. Once you're outside the Pokemon Center, you're going to want to keep heading left on the map until you see an archway leading back out of the town with a young man standing on a grassy patch nearby. He'll ask to see an Applin and to take yours, so just give it to him - don't worry, you get it back. Once you give it to him, a sequence will play out with someone that he knows, and he'll give you back both your Pokemon and the Tart Apple that you need to evolve it. It's really that easy!
