I've tested a lot of budget batteries over the last year or so. I have come to the conclusion that to take advantage of these bargains it is vital to know how to balance the cells. These batteries are more likely than not to arrive in need of a balance.
Besides every battery should be balanced from time to time. So it's best to know how to do it, right?

@jamieyz it changes as the process continues.
Generally set the voltage just below where the BMS will stop charging. Charge like 5 amps until you get close then cut the current to what makes the voltage hover.
Setting the voltage alone is actually enough as the power supply will taper the current for you.
Then watch the top cell voltage if you can. Bring up the power supply as the top cell voltage comes down.
