From the YouTube Blog back in 2010 they announced the ability for everyone to appeal some of their strikes.

Video removals such as privacy complaints will not be able to be appealed in most cases. Also there are some terms of service violations they will not let you appeal. Sadly YouTube has not released the standards for what can and can not be appealed in those cases.

Copyright issues can NOT be appealed. There are two kinds of Copyright issues. Content ID matches and DMCA take downs. Learn about them both here at the YouTube copyright center.
